Bureau on Human Rights and Rule of Law
Bureau on Human Rights and Rule of Law was established in November 1999 and was registered by the Ministry of Justice on April 3, 2000. The Bureau has a branch office in Khujand (Sogd region).
The Organization’s Objectives: Realization of a right to the protection of human rights, consultation and assessment of Tajikistan’s legislation in the field of the human rights, promoting national conformity to international human rights law, monitoring the observance of human rights in Tajikistan, and support for democratic reforms.
Members of the organization are lawyers, lecturers of law schools and faculties, and student-lawyers. The Bureau has volunteer programs for student lawyers who work in the field of human rights.

Current directions of work of the organization:
1. Analysis of the Conformity of National Legislation with International Standards on Human Rights:
Analysis of national legislation related to the right to a fair trial and the right to personal freedom and inviolability. Recommendations which were elaborated as a result of national analysis were used in the preparation of Shadow reports to the relevant UN Committees.
2. Educational activities:
- Annual two-week Summer School on International Public Law and Human Rights for students from law and international relations faculties. After 6 years, the Bureau’s annual Summer School has trained more than 180 students. This program is the only long-term program on Human Rights for law students in the country. Experts at the summer Schools are specialists from international organizations (UN, UNHCR, OSCE, Red Cross, IOM, etc.). The practical part of the summer school is devoted to preparation of individual complaints to the UN Committee on Human Rights. Many Summer School graduates now work in international organizations and for Human Rights NGOs.
- Trainings on Human Rights for professional groups (practicing lawyers, judges, attorneys)
- Seminars, round tables, conferences on various issues of human rights defending organizations
- Creation of a reference book on Human rights and a study book for students for the Academy of the Ministry of Internal Affairs (MIA) of the Republic of Tajikistan.
The Bureau, in cooperation with the Academy and with the support of the Danish Institute for Human Rights, has created a manual on Human Rights, a textbook, and a compilation of international and national documents on Human Rights for the police. On the basis of this manual, two trainings of trainers for a group of lecturers at the MIA Academy of Tajikistan were conducted. With support from the MIA Academy, an Informational centre for Human Rights was opened. A study tour to the MIA Academy in Latvia was organized for the group of lecturers from the Tajik MIA Academy.
3. Legal Aid for the Protection of Human Rights
- Legal Aid: Free-of-charge legal counseling, in-court representation, and preparation of legal documents for those in need. Currently, under the framework of various projects, legal aid offices work in Dushanbe, Tursunzade, Khorog (GBAO), Khujand and Istaravshan (Sogd region).
- Preparation of individual complaints to the UN Human Rights Committee (under the ICCPR Optional Protocol procedure). From 2000, under the framework of legal aid, the Bureau’s lawyers have assisted people in preparing individual complaints to the UN Human Rights Committee. Up to date, 25 communications were registered by the UN Human Rights Committee, and there have been 10 decisions on human rights violations.
-Cooperation with international non-governmental organizations in preparing the annual report on the Human Rights situation in Tajikistan.
- Drafting of shadow reports to the UN Committees on Human Rights. The bureau, in cooperation with other Human Rights NGOs, takes part in drafting these Shadow Reports. Up to date, the shadow reports were forwarded to the UN bodies concerning the realization of international instruments by the Republic of Tajikistan. The Bureau has drafted and referred cases to the following relevant Committees:
1. International Covenant on Civil and Political Rights (ICCPR).
2. International Covenant on Economic, Social and Cultural rights (ICESCR).
3. Convention against torture and other cruel, inhuman and degrading treatment and punishment.
4. Human Rights Monitoring
Previous Monitoring has been conducted in the following spheres:
- Public access to judicial proceedings and access to information in the courts
- Access to justice and free legal aid
- Observance of the right of inmates and prisoners to contacts with the outside world
- Access to psychiatric and mental health support
- Observance of the rights of the child in the home, boarding schools, and other specialized institutions for children.
5. The Human Rights of Journalists Network
In cooperation with the Polish Helsinki Foundation for Human Rights, the Bureau carries out educational programs for young journalists. Within the framework of this program, there have been seminars for journalists, legal assistance to journalists, and a website with information about Human Rights has been established (www.hrjn.tj). The website can be used by journalists in their every day activities and for regular reference.
6. “Capacity building for NGOs in monitoring Human Rights in Tajikistan”
The Bureau conducts seminars on issues of human rights, mechanisms of HR protection, and advocacy for local representatives of NGOs from the regions of Tajikistan. Employees of the Bureau provide consultative support to NGOs in the realization of projects and the monitoring on Human Rights.
7. Review of situation with Human Rights in Tajikistan
From 2005, the Bureau has prepared monthly reports about Human Rights in Tajikistan. The Review includes analysis of the press, national legislation, and information about the activities of state institutions and NGOs in the sphere of Human Rights.
