Justice Sector Reform: Applying Human Rights Based Approaches

The aim of this annual IHRN training programme is to enhance skills of participants in applying Human Rights Based Approaches to Justice Sector Reform. It will facilitate the development of knowledge and skills regarding:

The inter-linkages between justice sector actors (law enforcement, judicial, corrections, etc)
The relationship between the justice sector and related terms such as 'security sector', 'rule of law', 'good governance'

Human Rights Fieldwork - Principles, Strategies and Skills
Dates: Sunday 31 May Saturday 6th June 2009

The aims of this annual IHRN training programme are to explore the principles underpinning effective human rights fieldwork, enhance the skills of participants needed to carry this out safely before/during/after armed conflict, ensure that human rights fieldwork is relevant, effective, sustainable, participatory and accountable and raise participants self-awareness of skills required to undertake international human rights fieldwork. The training programme is intended for development and humanitarian aid workers, civilian/military peace-keepers, NGO and IGO field staff. Overview:

Project Proposals for the 2009 Justice Sector Reform Program
The U.S. Embassy in Dushanbe announces a new request for proposals under the 2009 Justice Sector Reform Program. The purpose of the program is to award grants for specific projects that support the development of Justice Sector in Tajikistan. Primarily, grants will be awarded to non-governmental, non-profit organizations (NGOs). The amount of a grant must not be more than 100 000 dollars but the Commission will give priority to the applications that offer the implementation of the similar project with lower budget. To be eligible for consideration, every
applicant must be engaged in, or propose to carry out, a project whose purpose is to promote the development of the Justice Sector in Tajikistan.The U.S. Embassy in Dushanbe will accept proposals for consideration of the Justice
Sector Reform Grants Program for the following themes:
* Legal Aid
* Rural Law Education
* Access to Justice
* Court Monitoring
* Third party arbitration
* Legal Reform
Proposals should contain clearly formulated goals and target groups, and show the bility of the applying organization to carry out the project aims. Proposals should be submitted in English language to:

involving individuals not affiliated with an organization that can provide long-term sustainability to the project, and those that duplicate existing projects.

Open Society Fellowship
The Fellowship will enable outstanding individuals from around the world journalists, activists, academics, practitioners to work on projects that inspire meaningful public debate, shape policy, and inform the thinking and activities of the Open Society Institute and the Soros foundations.
Fellows' projects may include books, articles, documentary films, online media, and efforts to seed new campaigns and organizations.
The Fellowship, directed by Leonard Benardo, focuses on four areas: National Security and the Open Society; Citizenship, Membership and Marginalization; Strategies and Tools for Advocacy and Citizen Engagement; and Understanding Authoritarianism. OSI may also support a limited number of projects that fall outside these areas but are within the scope of OSI's mission.
Fellows will receive competitive stipends, communications assistance, and access to OSI's networks of partners and grantees. Most Fellowships will be awarded for one year but longer or shorter durations may be considered. Applications will be reviewed on a rolling basis.

The Hubert H. Humphrey Fellowship Program is for experienced professionals interested in strengthening their leadership skills through a mutual exchange of knowledge and understanding about issues of common concern in the U.S. and Fellows' home countries. As a non-degree program, the Fellowship offers valuable opportunities for professional development through selected university courses, attending conferences, networking, and practical work experiences. During the year, Fellows pursue both their individual program goals and work closely with their Humphrey colleagues in workshops and seminars. Purpose
The Riga Graduate School of Law announces Scholarships for an LL.M degree with a specialization in Public International Law and Human Rights funded by the Open Society Institute (OSI). Eligible students currently are being recruited to apply for the Riga Graduate School of Law (RGSL) Scholars Programme. The programme provides expertise in Public International Law and Human Rights and also offers courses in European Law. The programme is competitive and very prestigious. The Programme is based at the RGSL located in Riga, Latvia. It is open to all persons who hold an undergraduate degree in law or a comparable degree, such as political science or international relations, or will be awarded a degree prior to admission to the programme. The 2008/09 Scholars Class starts on 15 September 2008.
The purpose of these scholarships is to support students who have demonstrated academic excellence in law or a comparable field of study and have a demonstrated commitment to work in the field of public law, human rights, or public service.
Overview
Scholarships are available to students from Russia, Byelorussia, Ukraine and South Eastern Europe and Central Eurasia regions (see eligible countries below). Each scholarship recipient will receive an amount covering tuition and fees for the LL.M study programme. An additional scholarship is allocated for travel, accommodation and incidental education expenses. Students granted a scholarship must write their master's thesis in the field of public international law or human rights. Priority will be given to students who commit to work in any of the following areas upon completion of the program: human rights, public law and public service. Furthermore, RGSL seeks to recruit students who have worked within an organization with which OSI has a relationship already, or students who are willing to work with such an organization upon completion of the program. In the application, students are required to provide specific detail on their expectations work in a related field upon completion of the program.
Eligibility
Applicants must:
(1) Satisfy standard RGSL entry requirements (with respect to educational background and English proficiency);
(2) Have experience in the fields of public international law or human rights for a minimum of one year;
(3) Indicate in the application: current place of employment and specify in detail the applicant's plan to return to work in the field of public service after completing the LL.M programme.

THERE ARE THREE (3) CATEGORIES AVAILABLE UNDER THE SCHOLARSHIP:
Research Students
Fields of Study must be subject which applicants will be able to study and research at the Japanese universities.
Qualifications: Applicant must have the nationality of a country which has diplomatic relations with the Japanese government, must have been born on or after April 2, 1974, must have an undergraduate degree; the field of study must be in the field that the applicant studied at the previous university or any related field. Each applicant must choose a university where he or she can study and research the study field of his/her choice, applicant must have good command of English with excellent results in other major subjects and willing to learn Japanese language.

Fields of Study: a) Social Sciences and Humanities; b) Natural Sciences.
Qualifications: Applicant must have been born between April 2, 1987 and April 1, 1992, must either have completed a 12-year regular course of school education or have graduated from a school equivalent to an upper secondary school in Japan, must have good command of English with excellent results in other major subjects and willing to learn Japanese language.
Terms of Scholarship: The awards will be tenable for five years from April, 2009 to March, 2014.

Fields of Study: Mechanical Engineering, Electrical and Electronic Engineering, Information, Communication and Network Engineering, Material Engineering, Architecture and Civil Engineering, Maritime engineering, other fields.
Qualifications: Applicants must have been born between April 2, 1987 and April 1, 1992, must have a completed secondary school education, must have good command of English with excellent results in other major subjects and willing to learn Japanese language.
Terms of Scholarship: The awards will be tenable for four years from April, 2009 to March, 2013.
SELECTION
The Japanese Embassy in the Republic of Tajikistan in cooperation with the Tajik authorities concerned will select preliminary candidates among the applicants by means of reviewing the submitted documents, a written examination and an interview. After reviewing applications, short listed applicants will be required to take compulsory examinations on JUNE 3, 2008 at 10:00 am at the Tajik State Institute of Languages and interview on JUNE 13, 2008 in Japanese or English.

Returning Scholars Fellowship Program

The Returning Scholars Fellowship Program (RSFP) invites applications from talented scholars who seek university positions and academic careers in their home countries after studying abroad. The program is open to citizens of Albania, Armenia, Azerbaijan, Bosnia & Herzegovina, Bulgaria, Croatia, Georgia, Kazakhstan, Kosovo, Kyrgyzstan, Macedonia, Moldova, Mongolia, Montenegro, Romania, Russia, Serbia, Tajikistan and Ukraine.
RSFP, a part of the Academic Fellowship Program (AFP), welcomes scholars from these countries who have received (or will receive by September 2008) an internationally competitive postgraduate degree in anthropology, area/cultural studies, gender studies, economics, history, political science, international relations, psychology, philosophy, social work, sociology, public health, human rights & public law, or journalism/media studies. The program does not support scholars in philology, the visual and performing arts, or business.
AFP fellows are placed in carefully selected university departments that are amenable to change and demonstrate a realistic and clear vision for future development. RSFP helps universities in the region retain promising young scholars, who are essential to the revitalization of departments and to the sustainability of higher education reforms. The program represents part of a conscious strategy to combat "brain drain" by offering financial institutional and professional development support, as well as further opportunities as program alumni. Returning Scholars and partner departments also benefit from the presence of AFP-supported International Scholars, who provide expert mentorship in such areas as professional development, curriculum development and reform, research methods, and teaching/learning methodologies specific for their discipline.

DAAD-Scholarships for Postgraduate Courses for Professionals with Relevance to Developing Countries
Please note: Scholarships cannot be awarded without the official DAAD application form (online application). Many courses, however, have their own forms which must be submitted in addition to this (see detail under course description).
Applicants are requested to state whether they will be financing the desired degree course themselves or whether the course can only be taken with the assistance of a DAAD scholarship. Chances of admission to postgraduate courses will be greatly enhanced for academically qualified applicants with personal financial resources.

Important milestones such as the U.N. Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW), the U.N. DAAD-Scholarships for Postgraduate Courses for Professionals with Relevance to Developing Countries
Please note: Scholarships cannot be awarded without the official DAAD application form (online application). Many courses, however, have their own forms which must be submitted in addition to this (see detail under course description).
Applicants are requested to state whether they will be financing the desired degree course themselves or whether the course can only be taken with the assistance of a DAAD scholarship. Chances of admission to postgraduate courses will be greatly enhanced for academically qualified applicants with personal financial resources.
IMPORTANT: the application deadline may vary from course to course. Please check with the relevant entry in this booklet.
All papers must be submitted in identical duplicates. Applications which do not clearly state the desired degree course or which are not completed in full cannot be processed and will not be considered for the selection.
Admission:

The Central Eurasia Leadership Academy is pleased to invite applications for its 2008 Leadership Workshop. The development of future leaders with character, initiative, and strategic vision is one of the keys to enhancing cooperation, security, and prosperity in the Central Eurasia region. To this end, CELA will invite 45 high-potential, mid-career professionals from Central Eurasia to a ten-day leadership workshop in Istanbul that will be intensive,challenging, and fun. Applicants must be between the ages of 28 and 42. The professional sectors targeted in 2008 are government, business, NGOs/ civil society and media.. Candidatesworking in the spheres of business and government are particularly encouraged to apply. All costs associated with the CELA 2008 Leadership Workshop for those invited to attend (including tuition, food and accommodation in Istanbul, and economy-class transport from the participants home country) are borne by CELA.

19th International Summer School on Human Rights (Warsaw, 21-28 June 2008)
the Helsinki Foundation for Human Rights is organizing the 19th International Summer School on Human Rights. The School will be held in Warsaw-Miedzeszyn, Poland, between 21 and 28 June 2008.
The School is intended for human rights activists, university teachers and representatives of the institutions from all levels of public administration dealing with human rights issues from Central, Eastern European and CIS countries. We are sorry to inform that our offer is limited in scope only to those who have not yet participated in our Summer or Winter Schools. The program is open to university graduates or last-year university students. Our programme combines lectures and workshops on the historical and philosophical background of human rights, domestic and international systems of human rights protection as well as applicability of rights of primary importance. (See attached programme). The lectures will be given by renown professors, university teachers and experts in the field of human rights and international law. English and Russian are the working languages of our Summer School. Ability to communicate freely in one of the above is required. The programme and application form are in the attachment.
Participants (65 people all together) will be selected by a selection committee on a competitive basis. Out of 65 participants 35 can attend a School free of charge. The following expenses will be covered:
- international round-trip travel expenses (train, bus or in exceptional situation air)
- accommodation in double rooms and meals during the course.
The other 30 people may participate in the School under the condition that they cover the expenses themselves (according to what is stated in the application form).
Lectures and workshops, translation of classes, educational materials, medical insurance while on the territory of Poland are free of charge to all participants provided that they attend all classes. Visa expenses, domestic travel expenses within participants' countries and accommodation and meals while on travel will not be covered.

Press Now is an organization located in the Netherlands that supports
independent media in conflict regions and transition countries, with
the aim to promote the development of open and democratic societies.

Press Now is setting up a new offshore radio station for Uzbekistan.
The radio station will be, initially, a one-hour-weekly broadcast of
news, entertainment, reportage and other diverse Uzbekistan-focused
programmes. The programme will be broadcasted into Uzbekistan from
abroad via satellite in to mid-wave signals. Broadcasting will be done
in Uzbek language. In the future the amount of languages within the
programme might be expanded; for example to Russian and Tajik.
Besides the radio programme broadcast, a to-be-set-up website would
support the station.
Press Now is seeking a Project coordinator / Radio Editor-in-Chief /
Director for a new off-shore radio on / for Uzbekistan
The new off-shore radio project based in the Netherlands wishes to
disseminate news from and for Uzbekistan. It aims to inform and raise
awareness among its listeners by broadcasting professional, objective
and non partisan radio programmes which gives a voice to the unheard
majority of the population in Uzbekistan.
The radio project is a grassroots initiative and will start as a
one-hour-weekly broadcast of news, entertainment and reportages of
diverse Uzbekistan-focused programmes. Key words of the radio
initiative are: professional, non partisan, independent, innovative,
participatory and with special interest for the youth in Uzbekistan.
To realise this radio project, Press Now is currently seeking a
project coordinator to set up the radio station. With expected success
the coordinator could be editor-in-chief / director of the radio.
Initially, she/he will be responsible for setting up the radio station
first, and further manage the radio station as well as overseeing all
editorial content. The task is not easy but very challenging and
rewarding. We are looking, therefore, for people with great
enthusiasm, commitment and enough ambition to make the project reality.
Selection procedure starts in November 2007.
Tasks
Phase 1
- Set up the radio programme
- Develop strategy for project development
- Manage the project, raise funds, and report on activities undertaken
- Recruit and select a team and provide team building
- Communicate and intermediate with Press Now, donors, team and all
other stakeholders

- Provide leadership and direction for the production of the radio programme;
- Coordinate between funding and partner organization representatives;
- Play the leading role in fundraising for the Radio and in
negotiating with and building on the work of other donors in order to
achieve the maximum leverage of existing support;

- Manage programme budget and expenditures;

- Supervise personnel and organise training for old and new staff;
- Design and direct the development of the Radio's local and regional

Qualifications
(NOTE: in order not to discourage people to apply for the 2 phases

- Preferably five years experience in radio journalism and radio
production (plus website journalism - it is an advantage);
- Have (at least some) knowledge of media market in and around Uzbekistan;

We are delighted to contact you today with details about the next annual International Human Rights Training Program. We look forward to another inspiring three-week program and the opportunity to meet more than 120 human rights activists from around 60 different countries.
We invite your organization to submit an application for this program and/or forward the information to your network of human rights activists.. The Application Form, Program information and Memorandum of agreement are attached.
In identifying who should apply, please bear in mind that the IHRTP is intended for human rights workers and educators. The goal of the IHRTP is to strengthen the capacity of human rights organizations to undertake human rights education aimed at building a global culture of human rights. The curriculum is based on principles of adult experiential learning, in which participants and facilitators engage in a process of mutual teaching and learning. The Application form provides a detailed description of the Program.
We received more than 750 applications for the 200 7 IHRTP and it is therefore likely that this year again, we will not have enough spaces for all of the qualified candidates. The selection process and participant profile we are looking for are described in the attached document. The Equitas Selection Committee gives priority to the organizations best able to demonstrate their commitment and effectiveness in relation to human rights promotion and education. Consideration is also given to overall gender balance, geographic representation and the availability of bursaries.

Program Description and Administration:
The Government of the United States of America is pleased to announce the open competition for the Junior Faculty Development Program (JFDP) for the 2008 spring semester. The JFDP is managed and funded by the Bureau of Educational and Cultural Affairs (ECA) of the United States Department of State. The American Councils for International Education: ACTR/ACCELS, an American non-profit, non-governmental organization, under a cooperative agreement with ECA, administers the JFDP and oversees each participant's successful completion of the program. The United States Congress annually appropriates funds to finance the JFDP, and authorizes the Bureau of Educational and Cultural Affairs to oversee these funds.
The primary and distinct goal of the JFDP is to provide university instructors from Albania, Armenia, Azerbaijan, Bosnia and Herzegovina, Croatia, Georgia, Kazakhstan, Kosovo, Kyrgyzstan, Macedonia, Montenegro, Serbia, Tajikistan, and Turkmenistan with training in their academic fields. Participants in the JFDP are also encouraged to forge relationships between U.S. universities and universities in these countries and regions in order to support ongoing contact and collaboration. JFDP Fellows work closely with faculty mentors from host universities in the United States to develop their knowledge in their fields of study, to gather new academic materials and resources, to garner new educational perspectives, and to enlighten U.S. faculty and students on life in their home countries. Throughout their stay in the United States, JFDP Fellows observe and listen to courses, attend academic conferences, and may be invited to teach or co-teach classes at a U.S. university. Fellows do not earn academic degrees through the JFDP, and must return to their home countries after completing the program.
Each JFDP Fellow will spend a total of five (5) months (January-May 2008) in the United States. American Councils is responsible for placing Fellows at U.S. host universities and for providing logistical support for the Fellows throughout their stay in the United States.

he program "Fostering Independent Publishing in Central Asia 3 rd" is directed to these social groups in Central Asia that, through international cooperation, are prepared to overcome obstacles and to breakdown barriers and hostilities between people as well as to groups free of narrow minded nationalism, open to the development of democracy and oppose state control of freedom of thought and speech. The program is to serve these organizations for which freedom of speech means not only political freedom, but also an opportunity to communicate with people, who are currently separated by national borders. The program is also to facilitate reconciliation and cooperation among people. An useful tool for reaching these goals is technical knowledge allowing ideas to be transferred. Participants will acquire this knowledge within the framework of the program.
The program, conducted in Warsaw by the Polish-Czech-Slovak Solidarity Foundation and financed by the National Endowment for Democracy, will train 21 representatives from independent organizations located in Kazakhstan, Kyrgyzstan , Uzbekistan, Tajikistan and Turkmenistan. Every two-week training course will be primarily devoted to mastering desktop publishing skills. Its participants will return to their organizations fully capable of independently conducting publishing activity. In addition, 13 of selected organizations will receive computer equipment facilitating publishing tasks.
