General objectives
Support Land Reform in Tajikistan in particular through the establishment of special support centers which are targeted to provide equal land rights for men and women
Information on beneficiaries.
The land reform program targets vulnerable families on collective farms (kolkhozes or large collective dehkans). Direct beneficiaries of the training and access to legal services are expected to be 10,000 families.

In the framework of the program “Advocacy” of the American Agency on Research and Exchange “IREX” in November 2005 there was a grant received to realize the project “Assisting Social Enterprise Development through the creation of a stable Legal Base”. The main goal of the project is to add amendments and additions to the Legislation concerning “Public Associations” on the subject of how to regulate such phenomenon as “Social Enterprises of Public Associations” and the development of its functioning mechanism.

- Free access to legal consultation. An advocate implements the first legal consultation and defense to national courts and state institutions, if the problem concerns human rights then a lawyer prepares an individual complaint to the UN Committee on Human Rights .
- Review of the Human rights situation in Tajikistan. It includes press analysis, new legislation on human rights, information on the activity of the government institutions on human rights, activities of NGOs. Information dissemination is done through electronic mail two times a month both in Russian and English languages.
- Annual two week summer school for students on international public rights and human rights.
- Journalism advocacy network with the aim to promote the authority and impartiality of justice as well as the development of an independent Mass Media, creation of effective mechanisms for monitoring the activities of state bodies.
- Promotion of NGO potential in the regions of Tajikistan on human rights monitoring. Seminars on subjects: "Human rights and mechanisms of human rights protection", "Human rights monitoring", "Strategy and techniques of the activities of legal NGOs".

Beginning from 2003, a series of amendments and additions to Tajik Law “On Consumers’ Rights Protection” were developed.. Lobbying for the introduction of this law was conducted in cooperation with the State Agency for Antimonopoly Policy and Business Support of the Government of Tajikistan. A review of the legislation was conducted in the sphere of property rights in housing and the maintenance of services for privatized housing. On the basis of this review a series of amendments and additions to the current legislation were drafted, These amendments and additions were submitted to the Head of Soqd Oblast for further assistance in promoting these changes.

- Strengthening capacity of civil society through the adaptation of the educational program of Fidokor to local conditions and introduction of monthly field consultations;
- Development of local and international NGO cooperation to support community initiatives and attracting local government, religious leaders, representatives of business and dehkan sectors to provide material, technical, financial and other support to NGOs that effectively implement community projects.
- Strengthening the role and influence of the third sector (Civil society) in raising awareness, improving knowledge and skills in the sphere of civil society building, strengthening intellectual potential, development of Public Relations elements for the mobilization of population to be involved in the development of democratic processes through the expansion of the publication activities of the Civil Society Support Centre.
- In 2004-2005 within the framework of civil society support program, 165 representatives of organizations were trained. Among them 137 – NGOs, 18- Government representatives, 3 representatives of the business sector and 7 representatives from the Mass Media.
- Conducting round tables on the issues of coordination of activities of international and local NGOs working at the community level
- Implementation of 28 community projects (including 3 IREX programs on Strengthening Communities and Advocacy). Local budgets were used for the realization of community projects in three regions
- Conducting fairs on the social services of NGOs. 20 NGOs received handbooks on how to conduct independent training for their special target groups. This will lead to the replication of qualified training in localities that avoid plagiarism, and copyrighting problems. 102 NGOs have received electronic study guide for schools and camps.

CSSC coordinated the meeting with President of the Republic of Tajikistan and NGO representatives (June 21, 2002). There was a District Conference conducted on social partnership. As a result of the Conference the Hukumat’s Plan was accepted in the framework of which thirteen three days training courses for Hukumat’s employees were conducted. CSSC has received 100% financial support (first time in the Republic) for these trainings from local Government. 2 NGOs in general has received land for their sustainable development. Local fares on the social services of NGOs were conducted in 2 regions. The Oblast TV covers the activities of local active NGOs on a weekly basis. The head of Fidokor is a member of Community Council of the Government of Tajikistan. Within a year of the establishment of the National Community Council, the inclusion of 3 active local NGOs onto the Oblast Community Council were lobbied and accepted. This improves the promotion of NGO interests in this region and informs the Government about their problems and achievements.

In the year 2003-2004 the organization participated in developing the National framework document on bio safety. Due to activity of the organization, significant amendments were introduced into the document. These amendments gave a broader opportunity for public participation in the solution of the problems connected with bio-safety. The organization had also participated in the examination and drafting of recommendations for the draft law on bio safety. The Law was accepted in December 2004. Currently For Earth insist on the reconsideration of the law and introduction of legislation on the prohibition of GMO release into the environment.

Current program activities
- Support of rural women’s business initiative. According to approved Law, the public association became a founder of a commercial Micro Finance Organization (MFO) in 2005, with its own branch-offices in a number of regions of the country. Under the framework of the Eurasia Fund, a review on legislative support for small and medium enterprises in the republic of Tajikistan was conducted.
- For several years Gender and Development actively cooperated with the UN Population Fund, being an implementing agency of two projects “Raising awareness of the population on issues related to their reproductive rights, reproductive health, family planning and gender”, as well as “Strengthening of reproductive rights of teenagers”.
- First analysis of statistics on “Gender relations in Tajikistan” was developed and published by the Bureau “Women in development” (in cooperation with Committee on Statistics).
Lobbying information
The Public Association, during its activity, implemented projects aimed at lobbying for draft laws to be promulgated, conducting gender analysis of the legislation, training workshops for the members of Parliament and Government, representatives of the civil society. The Association conducted two forums for women NGOs and developed a database of women NGOs. The Association has conducted awareness campaigns on the issues of reduction of violence, family planning, reproductive health, and reproductive rights.
The Association actively participates in the development of various state programs and documents, ensuring gender equality: National action plan on the promotion of women, State program “Main directions of the state policy on providing gender equality in the Republic of Tajikistan for the period of 2001-2010”, draft law of Tajikistan on “State guarantees for providing gender equality and equal opportunities in its implementation”.
In the framework of various projects, the Association lobbied the adoption of Law on reproductive rights, draft law on “State guarantees for providing gender equality in Tajikistan and equal opportunities of its implementation”. Currently the organization conducts activity on gender equality and reduction of violence against women, lobbying of draft law on “Social and legal protection of the population” in cooperation with Association members. Work methods: discussion of draft laws with NGO and media representatives, making proposals, conducting public/parliament attending, etc.

Information on lobbying activities
In 2001 a project «Enhancement of Criminal Legislation of the Country» was launched. Within the framework of this project suggestions were made on humanization of Criminal Code of the Republic of Tajikistan. A survey was conducted for law enforcement employees of Soqd and Khatlon Oblasts and Dushanbe city. The working group had several meetings with the representatives of Russian Parliament and law faculty of Moscow State University in Moscow city. The working group consisted of the consultant to the president on legal issues, vice-chairman of the legislative committee and human rights committee, (vice –chairman of the ) parliament of Tajikistan, professor of the law faculty of the Tajik State National University.

Based on the materials of the research " Effectiveness of the legislation related to the guarantee of the rights of the farmers " and the research “Land law implementation in practice” a presentation was prepared and discussed at a round table with the participation of State Committee on Land Management and Land Tenure (Utilization), Ministry of Agriculture, Ministry of Irrigation and Water Resources, UNIFEM, NGOs. Round table recommendations were presented to the Government of the Republic of Tajikistan.

In March 2004 the NAIM has made a statement about the need for change in the situation and appealed to all public authority leaders to “ undeviatingly observe the legal regulations of journalists’ access to information and not allow prevention of their mission – raising public awareness”. Its objective is to provide the beginning, steady continuation and development of the systematic work on promoting democratic principles of freedom of speech, opinion and positions, respect of personal rights of citizens and influence the public opinion in order to develop institutions of independent media.
Advocacy campaign on introduction of a mechanism of accreditation for journalists in order to make the access to government information sources more effective.
The monitoring results on violation of rights of journalists are used by the Association for further lobbing of media and journalists’ interests in authorities, and for improvement of legislative basis in the field of media activity in Tajikistan.
on the 8th of April of 2005, a round table sitting was conducted and according to its results the proposals for the project on “Regulations on certain activities specifics of licensing in the area of TV and radio broadcast” were submitted to the government.

Until 2005 in Khatlon Oblast there was an active working group on land reform . Monthly there were meetings conducted, Oxfam actively participated in activities of this working group. Currently, this network does not work. Oxfam within the framework of all programs has 10 NGO partners. All efforts are directed on strengthening the (of the) network in partnership with local NGOs.
Information on lobbying activity
From September 2004 till January 2006 two regional conferences were conducted with participation of government bodies, International and local NGO working in the region on agriculture issues, particularly on land reform. Basically the implementation of land reform was discussed, as well as problems and contributions of various organizations. There are no particular steps on amendments, additions to the active legislation or new draft law.

After the President of the Republic of Tajikistan has signed an order on the preparation of the Draft Law in Tajikistan on “the arbitration courts” and assisting in project implementation to support the arbitration courts in the Republic of Tajikistan the Interdepartmental working group (IWG) was created. The head of Interdepartmental working group is Davlatov D.M, the head of the Legal Department of the President’s Administration of the Republic of Tajikistan.
The IWG is regarded as an important link in the successful development of the project, preparation of the legislation project of the Republic of Tajikistan on" arbitration courts” and is the main partner for the achievement of the set up goals, as it comprises the main investors.

Protect rights and interests of children by improving the access and quality of services in the framework of the system of rights and interests protection of children at the community, regional and national level
Beneficiary information
Children working in the streets of Dushanbe are the direct beneficiaries. They are at high risk of becoming involved in violence, exploitation, trafficking, drug-trading and drug –addiction, and are vulnerable to sexually transmitted diseases HIV/AIDS. The majority of these children come from rural regions.
Communities, state structures (ministry of Labor and Social protection of the population, Ministry of Internal Affairs, Ministry of Justice, Ministry of Education and Ministry of Health), other groups of children and public organizations are the indirect beneficiaries.

Dushanbe, districts where children come to the capital from (districts from which children come to the capital). in future – the extension of the similar activity in Kurgan-Tube and Khujand.

- Protection of rights and interests of children who run the risk of (who are subjects of) exploitation at the community level;
- Monitoring and Evaluation in coordination with interested surroundings including children, on improvement of quality and access to the social services for vulnerable children
- Capacity building of the key ministries and departments representatives of rights and interest protection issues;
- Civil society mobilization (public organizations, donors / international financial institutions, media, state structures and etc.) for improvement of children’s rights and interests protection at all levels;

- improvement of Conditions for the children working on the streets of Dushanbe: (provision of first aid services, temporary shelters, nutrition, access to medical service/ life skills, raising awareness of healthy lifestyles, courses of informal education on the integration of children into schools, professional courses with further possibility of employment.
- Training workshops for law enforcement agencies stuff, responsible for the work with minors, and lawyers on the improvement of conditions for the children of risk-group, who are running a risk of committing crimes or law violations

More than 500 children, grown-ups and young people aged 0 - 21 years who live in poor and/or dysfunctional families (incomplete families, parents are criminals, alcoholics, drug addicted or involuntary/labor migrants, refugees), who are at risk of committing a crime, migrating, becoming drug addicted or infected by diseases related to reproductive health, orphans, children in conflict with law. Specialists working with vulnerable children and grownups: teachers, social workers, workers of NGOs and profile state structures, parents, volunteers.

Current program activities
- Education and information activities in the field of children’s rights, leadership, communication skills, interactive methods of education and consultation, psychological support to vulnerable children, grownups, youth and their surroundings. Training for grownups on how to independently defend their own rights;
- Improvement of Physical, psychological and emotional health of children through health-improving camps out of the town ( in Varzob and Ayni districts), hiking, sport competitions, exercising in the gym and rock-climbing clubs, mountain-skiing, paragliding, swimming, and lectures on healthy lifestyle and reproductive health at schools in the capital; involvement of children in healthy lifestyle
- building and training of children’s and grownup’s volunteer teams to provide different types of assistance and support vulnerable peers?;
- Provide free aid to child–victims of physical and psychological violence;
- Defend the rights of vulnerable children and grownups during investigation, pre-trial detention and incarceration
- Provide humanitarian and medical aid to children’s houses in Dushanbe.

- Crisis Center «Bovari» in Dushanbe is offering legal and psychological consultations in Women’s and Family Committee and in four branch offices in Dushanbe.
- Women Center «Gamhori» in Êurgan-tube is offering legal consultations including gynecological services for women. Moreover, “Gamhori” employees are conducting meetings for women and men on improving communicative skills and understanding between women and men. All consultants and other employees of both Centers have undergone training courses on qualified consultation based on world standards and procedures on victims consulting.

- It is important that the leaders of the community understand and support the given idea. Leaders are people who have the authority to influence the population. The strategy of protection and interests (advocacy) promotion consists of trainings , research presentations, discussions, experience exchange and other activities that help leaders to understand why domestic violence is harmful for family and unfavorable for social development.

The organization cooperates with specialist from Health Department and Ministry of Internal Affairs to help them cultivate effective procedures based on the best world practices on rendering help (aid) to the victims of violence. The standards of detection of and reaction to domestic violence are cultivated by a working group of doctors and medical experts. They are approved by Ministry of Health of the Republic of Tajikistan. A similar document will be developed for the Academy of the Ministry of Internal Affairs with the aim of introducing the course to militia and district militia inspectors

current program activities
- work on dissemination of knowledge about the International Humanitarian Law (IHL), fixed in Geneva Conventions of 1949 and Additional protocols of 1977 among various categories of the population. This activity in SRCT is a key activity, as it is directly connected with the respect and protection of human rights and dignity.. Separate components of this activity are included in all programs of SRCT. All the implemented programs and projects are directed on protection of the rights and respect of people’s dignity. Though the given direction in activity is carried out through the implementation SRCT programs and projects,, there is a separate program, which is supported by ICRC.
- Preparation and reaction in emergency (disaster situations). The given direction of the activity is carried out on the basis of the agreement with the Ministry of Emergency and Civil Defense of Tajikistan. Currently one of the main program components is the activity on increase of the potential of SRCT at all levels on the issues of preparation and reaction to disaster situations. Special attention is paid to increase the potential of the employees in place on issues of situation evaluation, training first response disaster teams consisting of volunteers and members of the SRCT in local areas.
- Search for people who disappeared during the military conflicts or natural disasters. The given activity is carried out together with the International Committee of the Red Cross. With the purpose of more effective work in this direction, SRCT has established close communication with national societies of the Red Cross and Red Crescent of other countries.
- Medico- social assistance and care at home
- “Informing the population of mine danger " program. The program is implemented by SRCT in cooperation with ICRC, Tajik centre on mine issues and local structures of the executive authority. seminars, round tables and meetings with the jamoat representatives and population of frontier areas of Sogd district and districts of republican submission are regularly conducted within the framework of the program.

The draft law on « changes in Criminal Code of the Republic of Tajikistan» was prepared. This draft law provides the exclusion of the article, which envisages criminal liability for slander and insult.

The primary objective of the Civic Advocacy Initiative Grant Program is to build the capacity of leading NGOs in specifically targeted groups that would culminate in results-based national advocacy campaigns. The purpose of these grants initiatives is to increase the participation of NGOs in the democratic and political process. NGOs select one of three campaign focus areas: campaigns for democratic change, thematic campaigns, and campaigns conducted by professional associations.

- The Civil Society Support program providing a package of free services for NGOs, initiative groups, government bodies and local government instituitions . The services consists of: informational support, access to database of NGOs of the city and RRL, of international organizations, access to Internet (in average 130 visitors a month) , library, informational activities (“round tables”, meetings, conferences), technical support, use of office equipment (computer, scanner, copy machine, printer), communication equipment (telephone, fax, e-mail) support in designing materials for NGO (booklets, press-releases), education, trainings, consultations, practical internship. Through training education and consultations the center assists to NGO and Initiative groups in getting financial support to their projects from international donors.
- Meetings of NGO representatives with key people from city Khukumat, leaders and structure of District Khukumats. The meetings are conducted individually with each capital city district Khukumat.
- Managing 40 projects which are directed to local community development.
- Organization and facilitation of Conferences on social partnership, participating in establishment and work of Coordination Councils on social and economic partnership in Dushanbe
- CSSC “Third Sector” also gives free legal consultations to all NGOs and International organizations and initiative groups on registration issues, on their activity, on taxation, and other legal questions from interested NGOs . Every year CSSC “Third Sector” provides more than 180 legal consultations on various legal aspects of NGO activities.
- In one year CSSC “Third Sector” conducted several legal training courses for NGO representatives and initiative groups. On these training courses we received 30 recommendations from the representatives of NGS on improvement of non commercial legislation.

UNICEF supported reform of the system on child protection through two Departments for child rights protection which are directed to the process of deinstitutionalization and creating alternative services for rendering social help to families on the community level. General objectives:
- To provide the political framework and leadership for post-conflict peace-building activities of the United Nations system in the country. Support the efforts of the Resident Coordinator and those of the United Nations system, including the Bretton Woods institutions, in promoting an integrated approach in the development and implementation of post-conflict peace-building programs aimed at national reconstruction, economic recovery, poverty alleviation and good governance.
- To mobilize, in close cooperation with the United Nations Country Team, international support for the implementation of targeted programs aimed at strengthening the rule of law, demobilization, voluntary arms collection, job creation for former irregular fighters, etc.
- To help in creating further an enabling environment for consolidating peace, democracy and the rule of law
- To liaise with the Government, political parties and other representatives of civil societies in broadening national consensus and reconciliation.
- UNTOP's mandate is broader than Justice and Court system. These areas form part of the activities of the Human Rights and Civil Police Sections of UNTOP. Therefore, information following below is covering the activities of these two sections only.
- Gender issues in the activities of UNTOP are determined by the peace-building mandate of the office. In preparing for the parliamentary elections in February 2005, which were considered to be a milestone in the activities of UNTOP as a peace-building office, UNTOP had taken into consideration the gender aspect. For example, UNTOP included the topic on mainstreaming gender in elections in the agenda of the HR Thematic Group meeting chaired by UNTOP. Checklist of gender issues was prepared and included in the election activities of UNTOP and other agencies in the course of preparing for the election. UNTOP encourages the political leaders to include women as candidates. UNTOP activities, promoting participation of women and women’s organizations, are the regular sessions of the Political Discussion Club held in different parts of the country, as well as other workshops, seminars and trainings devoted to peace building, conflict prevention, human rights education and treaty reporting. In selecting participants in all events UNTOP takes care to provide adequate gender balance, which however may differ, depending on regions or type of the activity, from 10% to 60% of the overall number of participants. UNTOP receives visitors with individual complaints, among them some cases of violence against women. HR office helps victims of such violations with legal advice or redirects them to the relevant counseling centers. One of the main tasks of the UNTOP’s HR office is providing assistance to Tajikistan in the process of drafting national reports under the major human rights treaties. UNTOP plays important role in mobilizing capacities of the Government, NGOs and international organizations in the process of submitting the reports and follow-up on concluding observations of treaty bodies. For example, the initial national report on CEDAW was prepared with UNTOP's assistance and submitted to the relevant UN Committee in 2005.

general Objectives
The project’s development objective is to ensure women’s economic rights and security in the context of the land reform in Tajikistan. The project is part of efforts supporting the national strategy for reaching the Millennium Development Goals (MDG) as reflected in the Millennium Declaration, and most specifically in reaching these objectives by targeting gender equality. Activities will support the work and objectives of the UN Country Team, and bring in the voices of rural women and civil society in advocating for their rights by influencing, when necessary, the development process and negotiations, including the National Strategy for Poverty Reduction, based on MDG and NDS.
Immediate Objectives
- Enabling the protection of fulfillment of women’s right to land in Tajikistan by building capacity for information, collective action, self-help and economic advancement
- Advocating for policy, legal, taxation and other changes towards engendering the process, implementation and monitoring of the land reform in Tajikistan
- Creating and/or supporting information mechanisms though which rural women and men are better able to protect and ensure their economic rights and livelihoods
Information on beneficiaries
The majority of women in Tajikistan, especially rural women, benefit from the activities implemented. Women acquire skills to individually and collectively claim and defend their right to land and economic resources and thus their position in the community and family will improve. They also obtain information on farming and management skills necessary for them to autonomously provide for themselves and their families, and in some cases the market. Project interventions help to tackle a series of social problems accompanying the poverty in Tajikistan, including the lack of access to decision-making and the isolation of women in rural areas. Both rural men and women benefit through information dissemination about land rights claims and procedures.
Government agencies, at central as well as at local levels, benefit from training and be sensitized to gender issues related to land reform implementation.

UNIFEM project in Tajikistan is aimed to work on Land Reform issues and access of Rural Women to Land. In connection with this the main counterparts are: the State Land Committee, Coordination Council at the Government of RT and State Committee on Women and Family affairs.

Jointly with the Government adoption of the Amendment made to the state program “Principle Directions of State Policy to Ensure Equal Rights and Opportunities for Men and Women in RT for the Period of 2001- 2010 Years” and to the Land Code from gender perspectives was lobbied.
